County Zoning Resolution

Zoning Process:

The Zoning Process begins with either the application of a property owner or the petition of the Regional Planning Commission to change the existing zoning to better conform with surrounding uses or make more efficient use of the property in question. The Clarksville-Montgomery County Regional Planning Commission is specifically responsible for the recommendations concerning the rezoning of the land in the City and County. Recommendations of cases within the jurisdiction of the City Limits of Clarksville are passed along to the elected City Council. Once a case is passed to the City Council it will have to pass two readings before the Zoning Ordinance will be changed and the new zoning reflected. Likewise, cases within the jurisdiction of only Montgomery County will be heard by the County Commission. However, unlike the City process the County cases will only be heard one time. RPC Meeting Process:

The public is invited to make comments regarding cases submitted to the Regional Planning Commission each month. The Commission asks that the following procedures be observed when addressing the Commission:
1.) After each case description is read, the chairperson will ask for comments. Representative(s) from each side will be given five (5) minutes to present their case. Only one three-minute rebuttal will then be allowed from each side. For purposes of rebuttal, groups should select a spokesperson. The Commission will allow a brief recess of up to three (3) minutes, if necessary, for the spokesperson to be selected.
2.) Each speaker should present new information; repetition will not be allowed.
3.) If there is a large number of persons in attendance regarding a case, please select a spokesperson for the group if possible. This will keep the meeting going at a smooth pace.
4.) The Commission asks that the speaker(s) and audience refrain from making personal attacks of the applicant(s) and/or Commission members.
If each person will follow these items, Planning Commission meetings will flow smoothly and everyone will have had the opportunity to participate in the growth and development of our city and county.
